The Claremore data center project, being developed by Beale Infrastructure and located in the Claremore Industrial Park, reached a key development milestone with the closing of the property transaction and finalization of the agreements governing the project’s development and financial commitments.

The project will move into the next phase, including applicable permitting, regulatory review and other standard development processes. Site activity and construction will proceed as requirements are completed.

“We recognize the level of public interest surrounding this project and the importance of clearly communicating what has been finalized and what comes next,” said Claremore City Manager John Feary. “The agreements now in place establish substantial financial commitments, including payments to local public entities, infrastructure funding, community investment and financial protections for the City. Over the next 30 years, the project is also expected to generate more than $400 million in electric revenue and sales tax that can be reinvested in the infrastructure and public services that support our community.”

Over the 25-year term of the agreements, the project includes more than $180.5 million in anticipated PILOT payments, community funding and infrastructure-related deposits.

A significant portion of those commitments is established through the Tax Increment District framework approved through the required public processes by the City of Claremore and participating taxing entities. The framework anticipates a five- to seven-year construction period and provides for approximately $172.5 million in PILOT, or payment in lieu of tax, payments to participating public entities within the project’s taxing jurisdictions over 25 years.

Estimated PILOT payments include:

• Sequoyah Public Schools — $100 million

• Oologah-Talala Public Schools — $26 million

• Northeast Technology Center — $22 million

• Rogers County — $20 million

• Rogers County Health Board — $3 million

• Oologah-Talala Emergency Medical Services — $1 million

• Rogers County Fair Board — $470,000

In addition to the PILOT payments, Beale has pledged $5 million to a Community Betterment Fund for the City of Claremore. The first $2.5 million will be delivered by the end of 2026, with the remaining $2.5 million to follow by the end of 2027. The funding will support quality-of-life improvements for the community, with potential uses including parks, community spaces and other projects that enhance Claremore for residents and visitors.

The project also includes $3.1 million in deposits for infrastructure improvements, including $1.2 million toward estimated wastewater improvements and $1.9 million toward City-associated costs for the required water line extension.

Financial safeguards are also in place to support the development’s obligations to the City, including an irrevocable letter of credit totaling $21.552 million and a Retail Electric Service Agreement requiring financial security for the company’s anticipated electric service obligations, including capacity, usage and transmission commitments.

“As this site was evaluated over the past two decades, significant public investment in utilities was consistently identified as necessary to support development. Finding a private partner willing to invest in both the site and the community was an important consideration,” said Meggie Froman-Knight, Executive Director of Claremore Economic Development. “The project is expected to create several years of construction activity, create opportunities for local businesses and build on existing training programs that can help connect students and residents with career opportunities in this and other growing industries.”

The City of Claremore will provide additional updates as the project reaches future milestones.
